Millionaire for Life Set for September Rule Update
Wednesday June 17th 2026Just a few months after Millionaire for Life launched amid great excitement, a number of changes are set to be made to the rules of the new multi-state game. Read on to find out about the proposed update and why it might be taking effect so soon, with reports suggesting it will happen in September.

What is Changing?
The revised rules will not see major changes. They are minor updates related to prize payouts rather than actual game-play, so the format of Millionaire for Life is staying the same and there is still a chance to win $1 million a year for life by matching all the numbers.
The biggest change would impact the second-tier prize, which is worth $100,000 per year for life. Winners may also choose a cash sum of $2.2 million rather than an annuity if they prefer.
Under the current rules, 20 players can win the second prize in the same drawing and take the annuity option. The proposal is for this rule to change so that only seven winners can take the annuity. If eight or more players win, the prize converts to a lump-sum pool divided equally among them. Consequently, when this cap is exceeded, winners will receive a shared cash payout instead of the advertised $100,000 annuity for life.
The threshold on annuity prizes isn’t the only change planned for September. To keep things fair when multiple players win at once in the second tier, the new rules include a safety net: if so many players split the second prize that their individual payout drops below a lower prize tier, the Multi-State Lottery Association (MUSL) will bump their winnings up so they don't get short-changed. On a minor technical note, the updates also require any lump-sum second-prize payouts to be rounded down to the nearest dollar.
Why The Rules Are Changing
Anyone who has been following the Millionaire for Life results since the game began in February may be left wondering whether these changes are necessary. There have only been a handful of second-tier wins in more than 100 draws to date, and there’s never been more than one in a single draw.
However, the MUSL is determined to maintain the long-term viability of the game and has adjusted the rules to ensure they are not caught off guard if there is an unusually large number of winners.
While most draws generally produce a similar number of prize payouts, and the top wins are few and far between, some combinations can create extraordinary results. In a recent Powerball draw, for example, 89 players won in the second tier. Among those 89, there were 27 ticket holders who won $2 million after adding Power Play, adding up to a total payout of $116 million in Match-5 prizes alone!
The proposed Millionaire for Life changes are unlikely to become a factor in most drawings, and state lotteries are set to adopt the revised rules rather than leave the game after a few months.
Two Jackpot Wins So Far
Millionaire for Life has proved to be a popular replacement for Cash4Life and Lucky for Life, but so far there have only been two players who have landed the top prize of $1 million a year for life.
A ticket holder from Ohio made history as the first jackpot winner on April 27. They claimed the money anonymously through The Angel Trust, opting for the one-time cash option of $18 million rather than the lifetime annuity.
A New Yorker became the second jackpot winner on May 21, purchasing their winning ticket from Price Chopper at 1 Main St. in Richmond Springs.
