West Virginia’s biggest lottery winner – and one of the most famous in the U.S. – is Jack Whittaker. This was the largest lottery payout ever seen at the time, arrived on Christmas Day, and went to a man who already had a net worth of $17 million as the owner of a successful construction company. Whittaker continued to make headlines after his win as he was beset by bad luck, including car theft and a house fire, while he also donated millions to good causes.
Eight co-workers from the Monongalia County Sheriff’s Department showed that playing together can reap big rewards with this nine-figure win. Linda Fominko was the spokesperson for the group – known as ‘Lucky Eight’ – and said her heart ‘kind of stopped’ when she found out about the win. They decided to take the cash option of $139 million, or $12 million each after tax.
West Virginia’s first win in the revamped Lotto America came after the jackpot had been rolling for four months. The lucky ticket was bought at the Tobacco Barn in Milton, Cabell County, but no more information was revealed about the winner as the money was claimed anonymously.

All prize amounts may be claimed by mail (see details below). Prizes worth $600 or less can also be claimed at any West Virginia Lottery retailer that has an authorized terminal on the premises.
Prizes worth $601 or more must be claimed by mail or in person at the West Virginia Lottery headquarters in Charleston or the office in Weirton.
Sign the back of your ticket and send it to the address below along with your mailing address and daytime telephone number. If the prize is above $600, you'll also need to enclose copies of a government-issued photo ID and your Social Security card.

The West Virginia Lottery was established in November 1984 when the Legislature approved an amendment to the state's constitution. The Lottery Act was then passed in April 1985 and the West Virginia Lottery began selling tickets on January 9th, 1986. That first day was a huge success as residents snapped up over 1.5 million tickets.
Since the day it began operating, the West Virginia Lottery has raised more than $3.9 billion for public education, $.17 billion for programs benefiting senior citizens and $1.5 billion to tourism, parks and natural resources.
